Description
This unit describes the skills and knowledge required to design, plan, manage and evaluate search and rescue (SAR) exercises, including communicating and consulting with stakeholders.This unit applies to police officers involved in managing and evaluating police SAR exercises. This unit applies to SAR exercises at a local level.The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to, particularly those related to asset acquisitions and exercise authorisations.Those undertaking this unit may work autonomously and supervise teams while remaining responsible for reporting to senior staff. They would demonstrate adaptability while performing sophisticated tasks across a broad range of contexts.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1. Design SAR exercise.
- 1.1 Determine the purpose and desired outcome of SAR exercise in consultation with stakeholders and based on analysis of training needs.
- 1.2 Develop the exercise plan with identified objectives and components of the exercise program in consultation with stakeholders.
- 1.3 Identify stakeholders required to facilitate the SAR exercise.
- 1.4 Evaluate feasibility of the exercise plan in accordance with asset availability.
- 1.5 Conduct a risk assessment to identify risk and safety factors.
- 1.6 Determine the exercise style and activities based on the risk assessment and SAR objectives.
2. Plan asset allocation.
- 2.1 Identify assets to support the SAR exercise.
- 2.2 Obtain required authorisations to utilise assets in accordance with the exercise plan.
- 2.3 Negotiate availability and timeframes for use of assets with stakeholders.
3. Manage police SAR exercise activities.
- 3.1 Prepare exercise site in accordance with the exercise plan.
- 3.2 Deliver briefings to stakeholders reflecting SAR objectives and activities.
- 3.3 Confirm and manage logistics requirements required to undertake exercise activities.
- 3.4 Communicate with personnel involved in the exercise to facilitate flow of information.
- 3.5 Manage risk throughout the police SAR exercise.
4. Evaluate outcomes against SAR exercise objectives.
- 4.1 Conduct post-exercise debriefings to gather feedback.
- 4.2 Collate exercise feedback for recording purposes.
- 4.3 Analyse exercise feedback to identify opportunities for improvement.
- 4.4 Develop an exercise report including recommendations for review and continuous improvement purposes.
