Description
This unit describes the skills and knowledge required to liaise with stakeholders to acquire and manage assets required for police search and rescue (SAR) operations.This unit applies to police officers involved in police SAR operations.The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to, particularly those related to asset acquisitions and financial delegations.Those undertaking this unit may work autonomously and supervise teams while remaining responsible for reporting to senior staff. They would demonstrate adaptability while performing sophisticated tasks across a broad range of contexts. No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1. Oversee coordination.
  • 1.1Action the management function within SAR coordination centre/ forward command post.
  • 1.2Assess whether the command-and-control structure is appropriate for the nature and complexity of the SAR operation(s).
  • 1.3Modify coordination structure in response to changes within the SAR operation(s).
  • 1.4Apply operational judgement and strategic oversight to lead and manage SAR operation(s).
  • 1.5Facilitate flow of information to stakeholders to communicate needs of the SAR operation(s).
2. Manage asset requirements.
  • 2.1 Identify assets required to respond to SAR incident(s).
  • 2.2 Assess assets to meet the requirements of SAR plan(s), including personnel support activities.
  • 2.3 Assess financial requirements and associated authorisations to facilitate asset management.
  • 2.4 Review and supply assets to meet operational requirements within negotiated timeframes.
  • 2.5 Monitor allocation of assets to ensure operational effectiveness and to identify additional requirements.
  • 2.6 Assess assets requirements for protracted operations.
  • 2.7 Liaise with stakeholders to facilitate resupply and negotiation for ongoing asset requirements.
3. Conclude coordination activities.
  • 3.1 Analyse use of assets to ensure cost effectiveness and efficiency using an audit methodology.
  • 3.2 Oversee the return and reconciliation of resources released from SAR operation(s) to stakeholders.
  • 3.3 Manage financial arrangements arising from SAR operations.
  • 3.4 Ensure provision of support for SAR personnel in line with work health and safety legislation, policies and procedures.
4. Review coordination.
  • 4.1 Evaluate coordination effectiveness through debriefings and peer reviews to review actions taken, costings, and policies and procedures.
  • 4.2 Interpret review findings to identify opportunities for continuous improvement.
  • 4.3 Develop reports to account for the SAR operation costings and the use of assets.
  • 4.4 Manage asset availability and preparedness for future SAR operations.
